The Supreme Soviet was the governing body in the regions and republics of the former Soviet Union. As a regional capital Kaliningrad also hosted the Supreme Soviet and a plan for a monumental building on the premises next to the historic castle of Königsberg was decided upon.
Made of concrete as one of the dominant buildings in the city skyline, the Supreme Soviet was constructed during the later years of the Soviet Union. When the Russian Federation took over at the state from the Soviet Union the shells were built but the finishing of the building went to a halt.
Some 15 years is was a standing as an unfinished memory of the large scale Soviet projects until year 2005 which brought a makeover of the house in the celebration of the city jubilee. The Supreme Soviet was painted and had windows installed so it suddenly looked like an active building in the city centre.
The future of the building is uncertain since it has been decided to rebuild the historic castle of Königsberg. The will most probably bring an end to the Supreme Soviet but there is no exact time frame on it.
